How to Get Naksa Pass (Building Permit) in Nepal
To get a naksa pass in Nepal you apply to your municipality, and municipalities use the Electronic Building Permit System (EBPS), where you submit your drawings and documents online and track the file through to the completion certificate.

Which building category is yours?
The Building Act 2055 classifies buildings into four categories, A to D. Category C covers smaller residential buildings and Category D small houses of local materials. The exact thresholds for each category are as set in the Act; check them there or with your municipality.
NBC 205:2024, the ready-to-use reinforced-concrete guideline, applies to Category C buildings built under the supervision of sub-engineers. Other buildings need professional engineers.

EBPS was developed with UNDP/CDRMP and was introduced first in Kathmandu, Lalitpur and Butwal. You submit the application and track it online.
